Our Senior Management Team

Introducing the senior managers of the Fire Authority.

  • Mick Osborne – Interim Chief Fire Officer

Mick joined the Authority in 2011 and has over 28 years’ experience within the fire sector, working in a number of key roles. In his current role Mick is responsible for the day to day running of Buckinghamshire Fire & Rescue Service. Mick also enjoys engaging with other organisations and indeed sectors, in order to identify and develop not just best practice, but excellence in our own field and beyond. In addition, Mick leads on Technical Response on behalf of the National Fire Chiefs Council. 

  • Graham Britten – Director of Legal and Governance

A solicitor and former university law lecturer, Graham joined the Authority in 2012 as in-house counsel and statutory Monitoring Officer to ensure regulatory compliance and to manage litigation risk. He provides advice and support to the Authority, to the Chief Executive, and to Directors across their functions. As the Senior Information Risk Owner (SIRO) he is responsible for information governance and assessing how strategies may be affected by information risks.

  • Mark Hemming – Director of Finance and Assets

Mark joined Buckinghamshire & Milton Keynes Fire Authority in 2011 as an Accountant, having previously worked in a number of roles within Buckinghamshire County Council. He became a qualified accountant in 2011 and is a fellow of the Charted Institute of Public Finance and Accountancy (CIPFA). He also holds qualifications with Shared Service Architects and the Association of Corporate Treasurers as well as a degree in Economics, Accounting and Finance.

Mark was appointed as the Director of Finance and Assets in October 2018 and is responsible for the Fire Authority’s financial affairs as well as Fleet, Property, Procurement and all Asset Management.

  • Calum Bell – Head of Service Development

Calum started his career in Fife Fire & Rescue Service, which he joined in 1990, and served at a number of stations, roles and departments, from Firefighter through to Station Manager.

He joined Buckinghamshire Fire & Rescue Service in 2006 whilst on secondment to the Fire Service College.

Since joining BFRS he has worked in a range of roles; Technical, Health & Safety, Support Command, Staff Development, Service Delivery where he served most recently as the “Territorial” Commander for the North.

He is currently the Head of Service Development, which includes: Information Technology, Data Intelligence, Corporate Planning, Business and Systems Integration, Health & Safety and Wellbeing, Resilience and Operational Assurance. 

Supporting the Senior Management Team are:

  • Anneli McCallum – Executive Assistant

Anneli joined the Fire Authority in February 2016 as Executive Assistant to the Chief Fire Officer and Personal Assistant to the Deputy Chief Fire Officer. She brings with her many years of experience, having worked in similar roles both in the private sector and more recently for a not-for-profit charity.

  • Katie Nellist – Democratic Services Officer

Katie joined the Authority in May 2012 as Executive and Member Support Officer and became Democratic Services Officer in April 2013. As well as looking after the 17 Members of the Fire Authority, she also supports Graham Britten, Director of Legal and Governance. As part of her role Katie clerks the Fire Authority meetings and prepares the Fire Authority reports for printing and publication.
