Salaries, accountabilities and responsibilities of the Chief Fire Officer/Chief Executive, members of the Senior Management Team and senior officers within Buckinghamshire & Milton Keynes Fire Authority (BMKFA/Authority) – Updated September 2026

  • Head of Communication & Marketing. Salary: £58,545.30. Provides strategic leadership for communications, marketing, and engagement across the Fire and Rescue Service, shaping organisational transformation, stakeholder influence, public accountability, and reputational risk management while ensuring compliance with the Communications, Engagement and Consultation Fire Standard and strengthening public trust.

  • Safeguarding and Youth Inclusion Manager. Salary: £58,545.30. Provides strategic leadership of the Service’s safeguarding and youth inclusion functions, ensuring effective safeguarding practice, protection of vulnerable individuals, performance oversight, risk management, and expert advice to support organisational compliance and best practice.

  • Policy, Enforcement and Training Manager. Salary: £54,404.70. Provides strategic leadership for the Service’s fire safety enforcement function, ensuring the consistent application of fire safety legislation, delivery of enforcement and prosecution activities, quality assurance of regulatory compliance, and the development and governance of specialist enforcement training and policy.

  • Business Fire Engineering Design Technician. Salary: £54,404.70. Acts as the Service lead for business fire safety and Primary Authority partnerships, providing specialist fire engineering and regulatory advice, delivering risk-based fire safety solutions to protect people, property and the environment, and ensuring excellence in the management, development and assurance of Primary Authority Scheme activities.

  • Head of Prevention & Protection. Salary: £120,729.72. Provides strategic leadership for community risk reduction, fire safety regulation and fire investigation, ensuring the delivery of prevention, protection and enforcement activities that safeguard vulnerable people, reduce community risk and improve public safety outcomes across Buckinghamshire and Milton Keynes.

  • Head of Response & Resilience. Salary: £127,509.72. Provides strategic leadership for emergency response, resilience and resource deployment, ensuring the effective management of people, assets and operational capabilities to maintain preparedness, enhance organisational resilience and deliver a professional response that protects communities and supports public safety outcomes.

  • Data Intelligence Team Manager. Salary: £54,404.70. Leads the Data Science and Business Intelligence function, ensuring the effective management of corporate data and the provision of high-quality information, intelligence and analytical insight to support evidence-based decision-making, organisational planning, resource deployment and strategic service improvement.

  • Programme Manager. Salary: £54,404.70. Manages the successful delivery of projects and programmes within agreed tolerances for budget, timescales, and quality to support BMKFA strategy, goals and objectives. Provides project management expertise and hands-on specialist support to project managers.

  • Risk & Business Continuity Manager. Salary: £58,545.30. Leads the Service’s risk management and business continuity functions, ensuring effective governance, regulatory compliance and organisational resilience through the delivery of strategic risk management, business continuity planning and assurance activities that support informed decision-making and the achievement of corporate objectives.

  • Head of Service Improvement. Salary: £84,614.60. Acts as the strategic lead for Service Development, with responsibility for the PMO, ICT and Data Intelligence functions, ensuring that projects and programmes are effectively evaluated, prioritised and delivered, whilst driving continuous improvement, horizon scanning and the successful implementation of the HMICFRS Action Plan.

  • ICT Delivery Manager. Salary: £63,662.60. Manages the successful delivery of ICT projects and programme workstreams, providing specialist technical expertise and stakeholder support to ensure technology solutions are delivered within agreed budgets, timescales and quality standards, and achieve intended business and service outcomes.

  • Assistant Chief Fire Officer. Salary: £140,260.68. Provides Brigade Manager-level operational resilience and strategic leadership for service delivery and improvement, overseeing Prevention, Protection and Response functions to enhance organisational performance, operational effectiveness, continuous improvement and the achievement of the Service’s strategic objectives.

  • Deputy Chief Fire Officer / Chief Operating Officer. Salary: £160,682.40. Directs the Service’s operational delivery functions, ensuring the effective achievement of corporate objectives, operational performance and statutory responsibilities, while providing strategic leadership, organisational resilience and deputising for the Chief Fire Officer as required.

  • ICT Manager. Salary: £63,662.60. Develops and delivers the Authority’s ICT vision, policy and strategy, while leading the provision of resilient, customer-focused ICT services, infrastructure, Service Desk operations and continuous service improvement in support of corporate and public safety objectives.

  • Principal Accountants. Salary: £63,662.60. Leads the production of the Medium-Term Financial Plan and Statement of Accounts, overseeing treasury management, pension scheme accounting, financial systems development, budget planning, and the provision of high-quality financial advice to support strategic decision-making and statutory compliance.

  • Procurement Manager. Salary: £63,662.60. Responsible for delivering the Authority’s strategic objectives for procurement and contract management, ensuring best value from all contracts, compliance with legislative and regulatory requirements, implementation of the Procurement Strategy, and the promotion of collaborative procurement practices that support Service priorities.

  • Fleet Manager. Salary: £63,662.60. Leads the Fleet Workshop and Equipment teams to ensure operational requirements are met, overseeing fleet and equipment strategy, procurement, maintenance programmes, supplier relationships, collaborative initiatives and continuous service improvement to deliver efficient and cost-effective outcomes.

  • Workshop Manager. Salary: £51,404. Manages the delivery of the Service’s vehicle and equipment workshop operations, leading a team of technicians to ensure the provision of safe, efficient and cost-effective maintenance, repair and servicing activities that meet the needs of the Authority and its customers.

  • Property Manager. Salary: £63,662.60. Leads the Property and Facilities Management teams to ensure operational requirements are met, overseeing property strategy, facilities services, maintenance programmes, capital investment projects, supplier relationships, collaborative initiatives and continuous service improvement to deliver efficient and cost-effective outcomes.

  • Director of Finance & Assets. Salary: £123,513.34. Provides strategic leadership of the Authority’s finance and asset management functions, serving as principal financial advisor to Members and senior leaders, ensuring statutory compliance, sound governance, financial sustainability, and the effective delivery of corporate priorities and continuous improvement.

  • Head of Finance & Assets (Deputy Director). Salary: £84,614.60. Responsible for major development activities across Finance and Assets, alongside the management of the Finance function, ensuring effective financial governance, continuous improvement and strategic support to the Director of Finance and Assets, including deputising for the Treasurer and in relation to Section 112 statutory officer duties.

  • Health & Safety Manager. Salary: £58,545.30. Provides strategic leadership and expert advice on health, safety and wellbeing matters, ensuring compliance with legislation, the development and delivery of health and safety strategy, the promotion of a positive safety culture, and the effective management of the Health and Safety function to support organisational objectives and operational excellence.

  • Director of Legal & Governance. Salary: £123,513.34. Acts as the principal strategic legal and governance advisor to the Fire Authority, Chief Fire Officer and Authority Members, providing expert legal, constitutional and governance advice to support effective decision-making, statutory compliance, sound governance and the achievement of organisational objectives.

  • Group Commanders. Salary: (£81,666.99 – £90,452.76). Holds responsibility for a designated service portfolio, providing strategic and operational leadership to ensure the delivery of organisational objectives, performance outcomes, policy implementation, workforce capability and continuous improvement across service delivery, prevention, protection, resilience, training or specialist functions.

  • People Business Partner – Reward & Recognition. Salary: £54,404.70. Shapes and delivers the Service’s reward and recognition strategy, developing innovative and equitable approaches to pay, benefits and employee recognition that support workforce engagement, performance, attraction and retention, while ensuring alignment with organisational priorities, values and employer-of-choice aspirations.

  • People Business Partner – Workforce Development. Salary: £54,404.70. Leads the Service’s workforce development agenda, designing and delivering manager development, coaching and mentoring programmes that build leadership capability, enhance employee performance and engagement, and foster a culture of continuous learning, accountability and professional growth in alignment with organisational priorities and values.

  • Payroll & Benefits Manager. Salary: £54,404.70. Leads and manages the Payroll and Benefits function, ensuring the delivery of accurate, compliant and customer-focused payroll and benefits services, while driving continuous improvement, overseeing operational controls and systems, and providing expert advice and guidance to support employees, managers and organisational objectives.

  • People Services Manager. Salary: £63,662.60. Oversee the Service’s shared services function, coordinating payroll, recruitment and employee relations support, providing professional advice on employment matters, and ensuring the delivery of efficient, high-quality services that support managers, employees and organisational objectives.

  • Director of People. Salary: £123,513.34. Provides strategic leadership for the Service’s People agenda, shaping organisational culture, workforce capability, inclusion and change, while delivering effective people services and partnering with the Executive Team to achieve corporate objectives, strategic priorities and organisational transformation.

  • Head of People. Salary: £84,614.60. Leads the Service’s People function, providing strategic oversight of HR, employee relations, payroll, organisational development, recruitment, and equality, diversity and inclusion, ensuring the delivery of high-quality people services that support organisational performance, workforce wellbeing, legislative compliance, and the achievement of strategic objectives.

Holds responsibility for a designated operational, functional or strategic portfolio, providing leadership, management and professional expertise to ensure the effective delivery of services, operational readiness, organisational performance and continuous improvement in line with Service priorities.

  • Chief Fire Officer / Chief Executive. Salary: £183,713.54. Holds overall responsibility for the leadership and management of Buckinghamshire Fire & Rescue Service on behalf of the Fire Authority, ensuring compliance with the Fire and Rescue Services Act 2004 and the delivery of the Authority’s strategic objectives and statutory responsibilities
